This is an inherent limitation of a 32-bit OS. Windows can only see 4GB, and it needs "physical address space" for things like video card RAM.
The only solution is to upgrade to an x64 (64bit) operating system.
The recommended 64bit OS is Vista because of better support and compatibility.
